Kind Cut

Fit writing into a character-limited form without slicing an emoji, accent, or joined symbol in half. It prefers sentence edges, then word edges, and only then makes a hard cut.

“Visible characters” uses the browser’s Unicode segmenter. Native HTML maxlength forms usually count UTF-16 units instead, so the second mode fits that concrete rule without cutting a visible character apart. Other services may count differently. Whitespace is preserved exactly.
